There are a number of reasons why you would want to restore the floorboards in an old car. You can see what type of condition the metal framework of the car is in. It is not sufficient to simply replace the carpet if there is some structural damage that needs repairing. You do not want this to come back and bite you at a later date. Your overall aim is to improve both the appearance of the vehicle and the road safety and reliability of this machine.
If this car is completely new to you i.e. if you purchased it from a used auto dealer you may not have been given the full and proper history. The only way to properly mend a classic car is from the metal up. Like the saying goes, a job worth doing is only worth doing well. Rust is a nightmare in any car but older models can be especially susceptible. You need to examine as much of the frame as possible. This means removing not just the carpet but the seats and kick panels as well if possible. You may not be able to take out the seat belts but you should be able to work around them.
You cannot really upholster an automobile without putting in new carpet. That would be like painting a house but leaving the old floor coverings down. They may do the job but they are unlikely to improve the appearance, and even if you're not trying to do something elegant like turn your ride into something that could compete with Chip Foose cars at car shows, it's still something you'll want to take the time to do and do right!
Replacing old tatty floor coverings is a relatively inexpensive way to improve your vehicle assuming you don't find any metal damage. If you do find that the frame is badly damaged, you may want to strip that particular car for parts and move onto the next model.
